Background

The Harrisburg Canal Fire Insurance and Water Company was established by an "Act of Assembly of the Commonwealth passed in March, 1823, enabling the governor to incorporate a company for making a canal and lock navigation on the waters of the river Susquehanna, near the Borough of Harrisburg, with power to the said company to supply the said borough with water, and to insure against fire." Commissioners were appointed and a company formed, shares of stock sold, but shortly thereafter, action was brought against the company for non-compliance with the provisions of the charter and for surveying a location for the canal beyond a point to which they were limited by the charter which obstructed the route of the Pennsylvania Canal. It is not known if an agreement was reached between the Harrisburg Canal and the Pennsylvania Canal.
